As can be seen from the significant achievements and historical experience of the CPC in its centennial struggle, always upholding the guiding position of Marxism, adapting Marxism to the Chinese context and promoting the innovative development of Marxism are the secrets of China’s effective governance. 

Rethinking China's Energy Development Strategy

Given the complex environment of drastic changes and a pandemic both unseen in a century, and the major challenges of the comprehensive and coordinated development of energy, resources, environment and the economy and society in the future, China must continue to adhere to its energy development strategy of “putting equal emphasis on development and conservation, and putting conservation first” and deeply promote its energy revolution in order to make solid steps in building an energy power, ensure China’s national energy security, and boost China’s sustainable economic and social development.

Belt and Road's Great Achievements and Far-Reaching Implications for International Cooperation

In the nine years since the launch of Belt and Road international cooperation in 2013, more than 200 cooperation documents have been signed between China and other countries and international organizations (including 149 countries and 32 international organizations). Great achievements have been made in Belt and Road international cooperation: "Century Project", "people's livelihood Project" and "Future Project" have brought tangible benefits to the people of all countries, and a magnificent picture of the common pursuit of peace, development, cooperation, and win-win situation has slowly spread on five continents. UN Secretary-General António Guterres said during the Belt and Road Forum for International Cooperation in May 2017 in Beijing that the Belt and Road Initiative proposed by President Xi Jinping is in line with the UN 2030 Agenda for Sustainable Development and will assist developing countries in accelerating development and achieving the set of Sustainable Development Goals.

The Feasibility of China-Latin America Cooperation in Energy and Mineral Resources Investment and Suggestions

Latin America is one of the main destinations of China's foreign direct investment, and it also has outstanding potential in China's overseas investment in mineral resources. However, the investment cooperation in the field of energy mining resources between China and Latin America is facing realistic opportunities and challenges, and a more complex internal and external environment. This paper attempts to study the feasibility of investment cooperation in the field of energy mineral resources, with a view to providing ideas for China to promote the distribution of energy and mineral resources equity assets in Latin America, and will provide intellectual support for the upgrading of the overall cooperation between China and Latin America in the new period.

With regard to China-Latin America energy and mineral resources investment cooperation, this report puts forward the following suggestions: 1. Gradually expanding the proportion of investment in energy and mineral resources along the industrial chain; 2. Focusing on base exploration investment; paying attention to ore quality and mineral traceability requirements; 3. Stabilizing traditional energy and mineral investment, and building a new energy industrial chain; 4. China-Latin America infrastructure cooperation should take into account the strategic deployment in the field of energy and mining, address the strategic deployment of energy and mineral enterprises in production and transportation areas, and solve the dilemma of production and transportation of energy and mining enterprises 5. Paying attention to the specific conditions of Latin American countries and reduce risks in all aspects.

The Extension of Climate Change Policy Conception and the Analysis of Practice Category from the Perspective of International Security

The public policies and programs caused by climate change need to be carefully planned from multiple dimensions, and to identify and solve problems from the economic, social and environmental fields. From a business perspective, the role of participation in global governance processes is becoming more prominent, with companies' social perceptions and political perceptions reflected in a range of issues arising from climate change. The participation of enterprises, especially the institutionalized cooperation of private enterprises, is a necessary complement to the process of public policy-making and effective social governance by governments. The 2014 US Department of Defense Quadrennial Defense Review sees climate change as a “threat amplifier”. It is pointed out that continuous drought, frequent heat waves and torrential rains and floods will lead to food shortage, environmental degradation, social tension and political instability. Extreme weather events combined with religious, ethnic and social contradictions will make the “geopolitical fault line” on the fragile state into disorder, insurgent groups, organized crime and terrorist groups could rise to the occasion and threaten national security. Thus the participation of military forces in climate governance is also an important extension of the policy extension. The decline in water levels caused by extreme weather, which affects hydropower, and the resulting geopolitical tensions, reflect a new paradigm for global governance. This will cause us to change the thinking paradigm of traditional political connotation and climate change governance concept. In practice, there is also an urgent need to expand the extension of policy.

Gains and Losses of French Counter-terrorism in Sub-Saharan Africa & Prospects for African Security Situation

Africa is the direct victim of the US "Greater Middle East Initiative" (GMEI) and the full-scale anti-terrorism war. During the decade-long "Arab Spring", especially the Libyan war, terrorist activities in the Middle East were linked with that in Africa. After the overthrow of the Qaddafi regime in Libya, hundreds of thousands of troops, together with high-tech weapons and communication vehicles, flowed to sub-Saharan Africa, where terrorist organizations joined forces and declared allegiance to the Al Qaeda and the Islamic State. Africa became the worst hit area of international terrorism. The selective anti-terrorism of the United States and Europe is full of self-interest and utilization. In fact, the control of Africa is carried out for the purpose of anti-terrorism, which is also an important factor for the high level of terrorist activities in Africa.

Africa is awakening, its demand is increasing, and there is a growing tendency for Africa to look eastward. However, it must be noted that in the short term, the suffering of Africa will not be significantly reversed, the situation of political instability in Africa will not change, the harm of international terrorism to Africa will not be reduced, and the challenges of the security situation facing Africa will not disappear but will be strengthened to a certain extent.

U.S.-Russia Energy Strategy Game and Its Impact from the Perspective of the Twists and Turns of North Stream 2 Gas Pipeline

On February 24, 2022, a special military operation launched by Russia against Ukraine marked the outbreak of the military conflict between Russia and Ukraine, and then the United States and Europe imposed comprehensive economic sanctions on Russia in the fields of energy, trade and finance, which led to a spillover and triggered a serious European energy crisis further deepening the US-Russia energy and geo-strategic game in Europe.

On September 27, the ill-fated North Stream 2 Gas Pipeline (including North Stream 1), which was affected by the military conflict between Russia and Ukraine, was accidentally damaged and leaked. This major cross-border gas pipeline project, deeply influenced by geopolitics, once again received global attention, and further strengthened the energy and geopolitical game between the United States and Russia in Europe. The United States became the biggest winner, Europe became the biggest loser, while Russia lost and gained, and the production of energy patterns in Europe and the world was profoundly affected.
