Digital economy, as a new economic and industrial form in the present-day world, emerges with the advent of a new round of technological and industrial revolution with information technology as the core. From the perspective of economic form, digital economy is a new economic system, all fields, levels and regions of which, including production, supply, circulation, distribution and consumption, are making full use of information technology and digital technology such as the Internet, big data, artificial intelligence, cloud computing, 5G, block chain, and all kinds of material and spiritual products and services. This new economic form will promote the structural optimization, transformation and upgrading of economic development, and improve quality and efficiency, improve total factor productivity, and meet the growing needs of the people for a better life. From the perspective of industrial form, digital economy is a new industrial system, which exists in all kinds of industries, driven by information technology and digital technology innovation. This new industrial form will cultivate and strengthen new technologies, new products, new industries, new business type and new models, promote the optimization of industrial development structure, transformation and upgrading, and improve quality and efficiency, consolidate the foundation for sustained and healthy economic development, and support and guarantee the construction of a modern economic system. At present, with the in-depth development of economic globalization and the deep integration of informatization and industrialization characterized by digitalization, networking and intelligence, speeding up the promotion of digital economy to economic and industrial development and building a digital country has become a broad consensus of the international community and an important part of deepening modernization in countries all over the world.

China attaches great importance to the development of digital economy. In recent years, the chaos in the world has been growing and the COVID-19 pandemic has kept resurging. This two New Normal phenomena are accelerating the evolution and development of changes unseen in a century.

I. The chaos in the world continues to rise and the international situation is turbulent and votile.

In recent years, scholars have invariably used the word "chaos" to summarize the international situation. The basic view people usually come to share is that chaos makes people feel suddenly at a loss. With chaos as the core feautre, “uncertainty and uncertain factors continue to increase" is the basic feature. "Where the world is going?" becomes the biggest question. The sudden COVID-19 pandemic has delivered the most severe blow to the gloabl economy since World War II, and has taken a toll on the process of economic globalization and the global industrial chain.
