Trump Will Hasten the End of the "American Century"

Li Changjiu

Trump's words, actions and influence during his two years as President of the United States have shown that he and his team are not only incapable to make America great again, but also will accelerate the end of the American century. They are undermining the current international political and economic order as well as multilateral international economic and trade rules.

1. Seeking personal gain by strength

The core of Trump's foreign policy is "to seek personal gain by strength". Kagan, a senior researcher at the Brookings Institution of the United States, pointed out that Trump, in order to squeeze out the world order for self-interest, quickly destroyed the trust and sense of common mission of maintaining the world order and preventing international chaos for 70 years.

2. "Pulling out of agreements" makes the U.S. politically isolated

Former U.S. President's Security Adviser Kissinger believes that the world is in a very critical period, and the United States will become a politically isolated island.

3. Trump's anti multilateralism faces a great wall of resistance

4. Trump is weakening the position of US dollar which is the cornerstone of America’s global hegemony

Trump praised President Frank Roosevelt in World War II and President Richard Nicklin in the Cold War, calling them two "great dealers" in American history. Trump called himself a "trading expert". But Trump can't become Roosevelt or Nixon. He had been blackmailing and could get a dirty money in the short term. In the long run, however, Trump will accelerate the end of the "American century" if he continues to promote his current domestic and foreign policies.

Why does China's Reform and Opening-up Attract the Attention of the World

Yang Yiyong

Forty years have passed since China launched its reform and opening-up. It has leaped from the ninth largest GDP in the world in 1977 to the second largest economy in the world. In the next 30 years, facing 2050, China will not only play a more historic role in building a community with a shared future for mankind through comprehensive deepening reform, but also will become the world's largest economy in terms of exchange rate. The successful practice of China's reform and opening-up has shown to the world that the road to rapid development in developing countries is not "a sole way to the top of Huashan Mountain since ancient times". As long as each country figures out the correct development goal, pursues it diligently and pragmatically based on its own condition, ultimately all countries will realize the independent development that meets its people’s need.

1. Reform and opening up is not piecemeal; it focuses on institutional innovation, and thoroughly reflects the youth of socialism.

2. Reform and opening up is not like ‘a blind cat meets dead rats’; it focuses on giving full play to comparative advantages and integrating China into the world in an all-round way.

3. Reform and opening-up is not political gimmicks, but efforts to improve people's livelihood and lift one sixth of the world's population out of poverty.

4. Reform and opening-up is not a too ambitious aim, but an inexhaustible driving force to achieve high-quality development by focusing on problem-oriented

5. Reform and opening up is not one-sided; it is comprehensive, especially focusing on economic development

To sum up, the so-called Chinese miracle is the miracle of reform and opening up; the so-called Chinese story is the story of the struggle of all Chinese people; the so-called Chinese model is socialism with Chinese characteristics; and the so-called Chinese value is the community with a shared future for mankind. The process of forty years’ reform and opening-up is aligned with the philosophical statement that practice is the sole criterion for testing truth. It fully mobilizes the enthusiasm of local governments, enterprises, social organizations and all the people, so as to make China truly active. This not only strengthens China's influence and charisma in the world, but also promotes the development of world politics, economy and human peace. It is also a valuable reference especially for developing countries, and has been recognized by more and more developed countries.

The Significance of Advocating the "Belt and Road" Initiative

Yu Sui

The Belt and Road Initiative proposed by president Xi Jinping five years ago is exuding increasing charisma and influence day by day. In many large international conferences and forums, including the China Africa Cooperation Forum held in Beijing in early September this year, the Belt and Road Initiative has been commented positively and taken as a real need by many countries. Among the many reasons, I think the most fundamental one is the significance of the initiative.

It should be pointed out that under the domination of the era theme of peace and development, the role of Belt and Road Initiative is also reflected in several major characteristics of the world today.

First, economic globalization. The Belt and Road Initiative is a major move to push economic globalization towards a fair and reasonable direction.

Second, a multi-polar world. The Belt and Road Initiative is an effort to promote the multipolarization of the world structure and seek a fair and rational new international order from a unique perspective.

Third, democratic international relations. The Belt and Road Initiative contains the essence of democracy in international relations.

Finally, let's talk about the problems we should pay attention to in observing and studying the Belt and Road Initiative. Advocating the Belt and Road Initiative is a major move to deepen reform and opening up, to win China's due status in the world, and to realize the Chinese dream of the great rejuvenation of the Chinese nation. Even if faced with all kinds of difficulties, we must unswervingly stick to it. We also need to have a global vision and not forget the initial dream of the Communists. The 19th Congress of the Communist Party of China emphasized that CPC is not only a party for the happiness of the Chinese people, but also a party struggling for the cause of human progress. CPC has always made it a mission to make new and greater contributions to mankind. Nowadays, we sometimes see or hear faint doubts and even negative remarks of the Belt and Road Initiative. We must firmly maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment, and guard against and resist the anesthetic and corrosive effect of the frequent dissemination of anti-China speech by the West on the internet.

China Has a Leading Role in the Economic Integration of the Asia-Pacific Region, Rather Than a Desire to Take Control

Yuan Ze

The 25th APEC Informal Leadership Meeting will be held in Port Moresby, capital of Papua New Guinea, at the end of this year. Since 2013, the heads of state of the member countries in the region have been meeting frequently in various places including Bali, Beijing, Lima, Danang Port and Mo Port, to plan their vision for action, paint the blueprint for cooperation and commit themselves to establishing new regional economic and trade cooperation. Today’s academic event held in Fuzhou, a major coastal economic town in southeastern China, will discuss and reflect on the concepts and ways of further promoting Asia-Pacific economic cooperation from a broader and more comprehensive perspective.

The situation faced by Mo Port Summit is still a combination of challenges and opportunities. In short, the economic globalization has stalled, the world economy has been deeply adjusted, a new round of technological and industrial revolution has not yet gained momentum, and the process of regional integration has encountered ‘adverse winds’.

We must reject the theory of "neo-colonialism" and "economic animal" that attempts to discredit China. However, these fallacies suggest that we should pay attention to enhancing the role of cultural identity in financial and productive cooperation. In view of this, we should advocate the cultural symbols of "Great Dunhuang" and "Three Treasure Temple" of "Ancient Silk Road" as the totem of cooperation, resolving the suspicion of the countries along the Belt and Road, and replacing the geographic (strategic game) with the natural (cultural) attributes.

A Review of Trade Frictions between Japan and the United States and Their Gains and Losses

Liu Junhong

The economic relations between Japan and the United States after World War II can be called "a history of Japan-US trade frictions". Apart from the early post-war period when the United States assisted Japan in its economic revival, the course of trade frictions continued. Japan and the United States have been confronting each other for a long time in trade while being a military alliance, which is a rare and puzzling phenomenon.

The trade frictions between Japan and the United States began in 1950s, when the Japanese economy just emerged from the shadow of World War II. The focus of frictions transferred from cotton products exporting to the United States to manufactured goods such as steel, TV sets, machine tools, automobiles, semiconductors and so on, with the shift of Japan’s major export commodities from labor-intensive commodities to capital-intensive and technology-intensive ones.

Trade frictions and autonomy restrictions

Great changes in the world economic system and the upgrading of trade frictions between Japan and the United States

Historical experience and lessons of trade friction

As far as China is concerned, it is wiser to maintain a peaceful and stable development environment to take advantage of trade surplus conditions, actively adjust trade structure, deepen the reform of exchange system, enhance exchange rate flexibility, strengthen the resistance of the national economy to exchange rate fluctuations, and transform currency appreciation into a favorable factor for stable economic growth.

A Study on Anti-terrorism in Southeast Asia in 21st Century

Feng Lei

After the September 11th attacks, the war on terrorism led by the United States spread out in an all-round way, and the global anti-terrorism situation became worse and worse. Islamic extremist forces and separatist organizations, which had long occupied the traditional soil of terrorism in the Philippines, Thailand, Indonesia, Malaysia and other Southeast Asian regions, gradually became active, and colluded with "bases" and "the Islamic State" outside the country to plan many vicious attacks, making the issue of counter-terrorism a top priority for the countries concerned in the region.

1. Security situation and characteristics in Southeast Asia

2. Anti-terrorist measures and institutional development of the four countries

ASEAN is an important platform for anti-terrorism cooperation among Southeast Asian countries. After the September 11th attacks, ASEAN immediately issued a number of joint anti-terrorism statements, established the ASEAN Anti-terrorism Center in Malaysia in November 2002, and signed the ASEAN Convention on Counter-terrorism in 2007. Among them, the four countries of Thailand, Philippines, India and Malaysia have greater demand for counter-terrorism and were more positive. At the same time, the United States made significant investment in regional counter-terrorism, provided financial and equipment assistance to relevant countries, and jointly worked to build a "second front" against terrorism.

3. The cooperation between China and the four countries

Due to similar geographic location and security needs, anti-terrorism cooperation has become an important topic in the exchanges between China and ASEAN countries, especially the above-mentioned four countries. It is also an important area in which China participates in ASEAN affairs.

A Summary of the History of the Political Order in the Spring and Autumn Period and the Warring States Period

Su Jingxiang

All kinds of key problems faced by the state and society in any period can be learned from the history. China has a long history, with inexhaustible ancient books and records. As an important historical period, the Spring and Autumn Period and the Warring States Period has a rich and profound political and ideological heritage, which should be enlightening for us to plan and guide the construction of a new international political order.

1. Historical summaries

The Spring and Autumn Period and the Warring States Period is a unique and relatively complete historical evolution cycle of political order, which contains the internal movement laws of the rise and fall of political power, social convergence and dispersion, and unity and differentiation. The long-term fierce and complicated struggle for survival gave birth to an extremely rich and precious essence of political thought, revealing the inherent nature of the world order.

2. The revelation of present

The essence of anything is formed in the early stage. The Spring and Autumn Period and the Warring States Period lasted for 549 years. It was a transitional period from the primitive social form to the advanced social form. Many political thoughts had some essential and truthful characteristics. It has the following enlightenments for understanding the world political order.

Nowadays, the whole world is at a turning point of the new technological revolution, which is brewing new and tremendous social changes. Important changes in the relationship between states, between the individual and the state, and between individuals are undergoing. In the future, East-West relations, Sino-US relations, Sino-European relations, Sino-Russian relations, and even the structure of the world political order are bound to be new things different from those of any previous period. The rise of China and the decline of American hegemony are two aspects of the same thing, and the United States has a clear understanding of this. The US openly regards China and Russia as strategic competitors and intends to curb them at the same time, which shows that the US is overconfident in its own strength and has lost in itself. China should think deeply about the future, firmly and decisively move forward in an orderly manner, take appropriate and effective measures to ensure that it remains invincible and plays its due role in the construction of the new political order in the world.

A Review of the Strategic Thought of "the Division of the Three Worlds"

Ding Yuanhong

In late February 1974, Chairman Mao Zedong talked with the leaders of Zambia and Algeria in Africa about his idea of "the division of the three worlds". In April of the same year, he appointed Deng Xiaoping to represent the Chinese government and to present his idea to the world at a special session of the United Nations. Mao Zedong's thought of "the division of the three worlds" is a scientific conclusion of far-reaching significance drawn from his in-depth analysis of the major changes in the international situation after World War II, especially after the founding of New China, using the basic principles of Marxism-Leninism. This is his strategic thinking for the new socialist China.

Unfortunately, for some time, under the influence of this wrong trend of thought, relevant authorities proposed that China’s "top priority" of diplomatic affairs as a big country was to take the road of peaceful development and make good relations with other big countries, among which handling Sino-US relations was the most important. It also affirmed that Sino-US relations were "interdependent" with blending interests and that it was like "you got me, I got you". Some Chinese scholars even suggested that China and the United States formed "a community of shared interests" or "a community of shared destiny". Such errors and absurdities fundamentally violate the principles of Marxism-Leninism and the good traditions of New China's diplomacy, and have resulted in adverse consequences for China's diplomacy.

The hegemony of the United States poses the most serious threat to China's peaceful development and even to world peace and stability. To achieve peace and development, the peoples of the world must unite and fight resolutely against American hegemony. At this critical historical moment, it is of great relevance to review Mao Zedong's strategic thought of "the division of the three worlds" and formulate coping strategies, principles and policies based on the real world situation.

The Fallacy of Trump's Speech to the United Nations General Assembly

Yu Sui

Innovation and development are the trend of the times, but innovation embarrassment against the trend occurs sometimes. The absurd speech of President Trump at the solemn platform of the United Nations General Assembly is an example.

Trump's speech, a boastful and comical performance, has certainly become the laughing stock of the General Assembly. Perhaps the most impressive and disgusting thing is his denial and attack of multilateralism, or globalism.

It is reported that the Republican Party of the United States has launched a heated debate on globalism and the relationship between globalism and nationalism. Opinions differ greatly. This has become an important aspect of the division of American society.

As for the relationship between China and the US, in the past 40 years since the establishment of diplomatic relations, the ties between the two countries have become closer and closer. Bilateral trade amounts to more than $600 billion, forming a situation in which you got me and I got you. It is not only irrefutable truth, but also a living reality.

What is worth to mention is that in conjunction with Trump's speech, the US representative at the United Nations Security Council the following day unjustifiably accused China of interfering in the US elections. China has always adhered to the principle of non-interference in other countries’ internal affairs, which is one of the five well-known principles of peaceful coexistence that China has taken the lead in advocating and consistently practicing.

Warning of Protectionism as a Drag on World Economic Recovery

Liu Jun

Lately, unfavorable information has been emerging about the world economy. On October 9th, the IMF cut the world economic forecast dramatically. Then, the global stock market centered on American stocks fell sharply at the same time, especially the Asian-Pacific stock market dominated by Japanese stocks. As a result, the world economic recovery, once caused by the recovery of world trade, was again opaque.

First of all, globalization has made the world economy deeply dependent, forming a new industrial division system, and "intra-industry trade" has developed in depth.

Secondly, with the financial globalization and liberalization at the end of last century and the beginning of this century, the world market, the stock market operation, direct investment, equity investment, and even incubation investment are interlinked globally. That the current stock price is determined by the future expectation has become the law of the market.

Thirdly, after the crisis, the US macroeconomic policy is coming to an end, and the tariff war is unable to change its "doomsday decadence".

Undoubtedly, the new agreement of USMCA is losing cohesion compared with the past, and its built-in poisonous clause will further undermine the mutual trust within North America, which contradicts the principles of the market and the generally accepted ‘trade and investment order’ of the international community. Its impediment and destruction to the world economy will inevitably result in the world's disbelief and disappointment in the United States.

On the So-called "Alliance with Russia and Resistance to China"

Ding Yuanhong

On July 16th, the US President Trump and Russian President Putin held their first formal summit of US-Russian heads of state in Finland. Before the meeting, Trump told reporters that he would discuss China with Putin. On July 17th, Kissinger told reporters that this was a necessary meeting. He had been advocating this for many years but had been submerged by domestic problems in the United States. On July 25th, the website of Beast Daily reported that Kissinger, the former US Secretary of State who once led the United States in carrying out the "Alliance with China in Resistance of the Soviet Union" campaign during the Cold War, had repeatedly advised Trump to pursue alliance with Russia in resistance of China, a reversed version of the former one. For a while, this report attracted the attention of experts, scholars and media in the United States and abroad.

It is somewhat inconceivable that Kissinger, the elder American diplomat, put forward the so-called "Alliance with Russia and Resistance to China" strategy which was almost impossible to implement under the circumstances of profound changes in the international situation after the Cold War. Some American scholars even questioned the truth of the report. However, as a Chinese saying goes, "There is no smoke without fire." Judging from Kissinger's words and deeds for some time, this is not impossible.

Do not expect that the Sino-US trade frictions can be resolved in the near future, because Trump does not regard them as economic and trade disputes, but as a card to "fight" for greater political interests. It is high time that we do as the old saying goes, "Get rid of the illusion and prepare for struggle."

New Trends of Russian Far East Development

Shang Yue

The Russian Far East is bordered by China and Mongolia in the south, the Bering Strait and the United States in the east, and the Sea of Japan, South Korea and North Korea in the southeast, accounting for about one third of Russia's total area. It has extremely important geopolitical, economic and security values for Russia's national development. In recent years, under the background of Ukraine crisis and Eurasian integration, the Russian Federation government has launched a series of new measures to revitalize the Far East. 2018 and 2019 are "Local Cooperation and Exchange Years" between China and Russia. Correct understanding and evaluation of the new trend of Russian Far East development is highly relevant for promoting bilateral cooperation.

1. Historical background and consideration on the present

2. Main measures and current achievements

3. Prospects and cooperation between China and Russia

Therefore, in the face of the Far East, which is a very important and sensitive area in the history and reality of Sino-Russian relations, both the Chinese government and enterprises need to carry out cooperation with Russia from a more prudent strategic perspective, with deeper strategic thinking and more lasting strategic patience.

German's Basic Public Service Standards System

Huang Yanfen/ Dang Siqi

As we all know, Germany, as a federal country, has a clear responsibility for basic public services at all levels of federal, state and local governments, and almost instinctively strives to achieve the equalization and quality of basic public services. As a developed country, German basic public services cover a wide range of areas. The government actively encourages social creation while constantly improving its functions. At the same time, Germany enforces citizens to participate in social contributions while providing basic public services. By introducing some of the main basic public services and social security standards in Germany, this paper tries to gain a deeper understanding of the various subsidies and basic public services enjoyed by German citizens, and to provide some inspiration for the formulation of the basic public service list system in large cities of China.

1. Standard of medical health and service

2. Standard of pension service

3. Standard of unemployment insurance service

4. Standard of public education service

5. Standard of service for the disabled

6. Standard of family protection service

In a word, German public service standards are not only reflected in the aspect of service supply, but also in the supervision mechanism of public service. All levels of federal, state and local governments have the obligation and right to exercise service supply, adjustment, supervision and evaluation. Such decentralization and power delegation mechanisms make services closer to people's lives and more appropriately meet the needs of the public. Many concrete practices can be learned by the Chinese government. In addition, German cities have set up special federations to improve the quality of public services and implement the Public Interactive Indicators Network. Each network pays attention to and is responsible for a particular type of service. It compares and cooperates with each other in many networks, constantly improving government functions and supply capacity.

Taiwan Businessmen and the Mainland's Reform and Opening-up in the Past 40 years

—Taiwan Businessmen are Important Participants and Contributors to the Mainland's Reform and Opening-up Development

Wang Jianmin

This year marks the 40th anniversary of the mainland's reform and opening up. Over the past four decades, great changes have taken place in mainland China's economy and society, and great achievements have been made. Taiwanese businessmen from across the Straits are important participants, builders, contributors and witnesses of the historical process of reform and opening up. General Secretary Xi Jinping said at a meeting with Chairman Xiao Wan of Taiwan Common Market Foundation on April 10th this year that many Taiwanese compatriots came to the mainland in the early stage of reform and opening-up. After 30 or 40 years, the mainland has witnessed such great changes and developments and the contribution of Taiwanese compatriots and Taiwanese enterprises should be recorded in the book of merits. "I hope that the wave of reform and opening-up in the mainland will be recorded. The compatriots on both sides of the Straits can make progress and help each other in the same boat." This is the high appraisal and earnest expectation of the top leaders of the Party and the state for the participation of Taiwanese businessmen in the reform and opening up and economic development of the mainland.
